讲座摘要:Timely information strengthens individual adaptation to uncertain environmental threats, particularly in information-scarce developing countries. We study how transparency about hidden health risks shapes financial protection behavior. Using monthly household panel data and the staggered rollout of China’s real-time PM2.5 monitoring, we show that making invisible pollution visible increased public health-insurance enrollment by 2.48 percentage points (≈6 percent). The effect builds gradually and is confined to voluntary participants, consistent with belief accuracy and heightened awareness rather than administrative change. Searches for PM2.5 and medical spending rose in parallel, while employer behavior remained unchanged. A further analysis suggests that households not only adjusted their insurance participation but also diversified their protective strategies in ways consistent with defensive investment against health risks. The findings demonstrate how low-cost transparency can realign risk perception and strengthen social insurance participation in low-enforcement environments.
